Armel Lee Mullins, convicted of two previous killings, was sentenced Friday to 9-to-30 years in prison for the 1977 killing of a St. Agnes Convent nun. Before Montgomery County Common Pleas Judge Carl Kessler, Mullins, 56, pleaded guilty to reduced charges of voluntary manslaughter and carrying a concealed weapon. Before serving the Ohio sentence, Mullins will be returned to Kentucky to complete a life sentence for killing his wife in 1960. He will serve the 9 to 30 years in Ohio only if he is released on probation from Kentucky, Kessler said.
MULLINS WAS declared competent to stand trial in January after a year and a half of psychiatric treatment at Lima State Hopsital. He was indicted on charges of aggravated murder by a Montgomery County Grand Jury for the Sept. 19, 1977, slaying of Sister Donna Jean Blaul, 34, at the convent. Witnesses at his preliminary hearing said he knocked on the back door of the convent, shot at one nun and shot and killed Sister Donna Jean Blaul. Mullins was paroled from the Kentucky State Penitentiary Oct.
17, 1973, after serving 13 years of a life sentence for slaying his wife, according to Kentucky probation records. The same day he was released, he pleaded guilty to a reduced charge of voluntary manslaughter for shooting and killing a Morgan County, man and wounding another man in 1958. He received five years probation in that case. Ban on outdoor gas lights by 1982 under consideration WASHINGTON (UPI) Outdoor decorative gaslights burn the equivalent of 13,000 barrels of oil daily, so the Energy Department has proposed rules banning the flickering lights after 1982. Energy Department rules will forbid gas companies from supplying fuel to most existing gas-burning lights within four years.
The department's Economic Regulatory Administration estimated the ban, required under energy laws passed by Congress last year, will affect 1.5 million gaslights. Under the regulations, no new gaslight installations are allowed and companies eventually will be required to cut off fuel supplies to existing lights. The cutoff dates are Nov. 5, 1979, for industrial lights and Jan. 1, 1982, for residential lights.
Exemptions may be granted for existing lights used at historical sites and memorials to assure gas supplies and allow replacement of lamp fixtures. But it said no new memorial installations will be allowed. The department will hold a public hearing on the regulations March 22 and said all public comment will be considered before final rules are adopted. Jackson, D- are calling for rejection of a new arms limitation agreement with the Soviet Union. Nitze told a group of senators: "I don't think the proposed SALT II treaty does anything for the United States. I believe it does do harm." Jackson said the forthcoming treaty doesn't adequately guarantee compliance by both parties. He was born and raised in Dayton. He was employed at Delco Products in the Tool Engineering Department, retiring in 1974 after 40 years of service.
He was a member of The 25 Year Club and the Retirees Club, He was a member of the Catholic Order of Foresters, St. Michael's Court No. 549 and was a former Youth Director and Chief Ranger and received the Legion of Honor Award from the COF in 1965. He was a member of the North Dayton Anglers Club and a member of the Holy Name Society of St. Anthony Church.
He is survived by his wife, Wilma (Borger); 3 sons, Robert J. Jr. and daughter Frances of Washington William A. of Dayton and David L. and daughter-in-law, Betty of Kettering; 1 grandson, Anthony David.
